OpenITS is operator-weighted by design. Vendors hold real seats and propose augments, but they cannot ratify changes over operator objection.
The Technical Steering Committee
A nine-seat Technical Steering Committee (TSC) owns the core models and the extension process. Its composition deliberately gives operators the majority:
- 5 operator seats
- 2 vendor seats
- 1 integrator seat
- 1 community seat
Operator-weighted decisions
On any model-changing decision, operators hold majority weight. Vendors are full participants (they hold real seats, propose augments, and drive much of the technical work), but they cannot ratify a change over operator objection. This is the structural guarantee that the standard reflects the people who run the infrastructure, not only the people who sell to it. Augments still graduate on merit: three independent organizations shipping the same extension, plus a TSC motion, folds it into core.
How to participate
The models and Vikasa’s reference implementation are developed in the open. You can:
- Adopt the models and file issues against the models repository.
- Propose an augment in your own namespace and bring evidence of independent adoption toward graduation.
- Apply for a TSC seat when a term opens, or join the community seat’s working groups.
